Plattsburgh Chris Noel Foley, 45, of Dickson Point Road, Plattsburgh, NY passed away on Monday April 6, 2015 at the University of Vermont Medical Center in Burlington, VT. She was born in Roanoke, VA on July 5, 1969 the daughter of Gillis Loy and Julie (Trombly) Green. At Noel's request there will be no public calling hours.
