Plattsburgh Mr. Elmer F. Picard, 90, of Cedar St., Champlain passed away today, Saturday, November 14, 2009 at the CVPH Medical Center. He was born in Champlain, NY on July 12, 1919 the son of William and Gertrude (Gauthier) Picard. Elmer was a veteran of the United States Army serving his country in World War II. He worked and lived in Champlain and most recently resided in Plattsburgh with relatives. He was a member of St. Mary's Church in Champlain, where he attended mass regularly and served as an alter boy as a child. He was an avid car enthusiast. He was a kind and gentle man who loved everyone, especially children. Although he never had children of his own, he was always surrounded by his nieces, nephews, great nieces and nephews and great, great nieces and nephews. He was especially close to his sister Phyllis. He will be greatly missed by all. Elmer was predeceased by his parents, three brothers; Cleo, William, Arthur (Doris) Picard, two sisters; Elaine (George) Dewey and Gladys (Harold) Gonya, and a nephew, Corey Picard. He is survived by his sister Phyllis Parmeter and her husband Ronald of Plattsburgh. His nieces and nephews and their spouses; Marilyn (Mark) Schwartz and family, Ron (Darlene) Parmeter and family, Randy (Vickie) Parmeter and family, William (Patti) Parmeter and family, Robert Parmeter, Jason Parmeter, Mary Ann (Bob) Ayotte and family, Lee (Bernard) Girard and family, William (Charlene) Dewey and family, Marty (Mary) Picard and Stacey (Carol) Picard and family. Calling Hours will private and at the convenience of the family. A Mass of Christian Burial will be celebrated on Tuesday November 17, 2009 at 2:00 p.m. at St. Mary's Church in Champlain, NY; burial will follow in the parish cemetery.
