Mooers Mrs. Luella R. Garrand, 78, of Route 22 Mooers, passed away Tuesday, May 13, 2008 at the CVPH Medical Center with her loving family by her side. She was born in Plattsburgh, New York on November 18, 1929, the daughter of Herbert and Mae (Abood) Relation, Sr. Luella was a graduate of Altona High School and the Plattsburgh Business Institute. She worked at Mooers Central School as an administrative secretary. Luella then went to work for the FBI in the fingerprint division. She had the distinction of being the first person to attain a perfect score on the FBI entrance exam. During her tenure with the FBI, Luella was personally given by J. Edgar Hoover two sets of fingerprints to investigate. The investigation revealed the fingerprints to be from Ethel and Julius Rosenberg, later convicted of espionage. After her career with the FBI, Luella returned to Mooers to start her family. She worked at the Clinton County Motor Vehicle Department until her retirement. She was an avid reader, flower gardener and a lover of animals and nature. Luella was predeceased by her parents Herbert and Mae Relation, Sr.; four brothers; Marshall Relation, Elwood Relation, Major Howard Relation and Herbert Relation, Jr.; six sisters; Connie Relation, Hilda Badger, Myrtle Frost, Evelyn Bulriss, Marie Limpert, and Sylvia Van Blaricom. She is survived by her husband of fifty five years, Arlen P. Garrand, Sr. of Mooers, two sons; Arlen P. Garrand, Jr. of Plattsburgh, Dr. Timothy J. Garrand of Plattsburgh, one brother Daniel Relation and his wife Eileen of West Chazy, several nieces and nephews. At Luella's request, services will be private and at the convenience of the family. Interment will be at St. Joseph's Cemetery in Mooers.
